It shall be unlawful to construct or maintain any opening or stairway in any public street, alley or sidewalk or other public place without a permit from the village president and board of trustees. All such lawfully maintained openings shall be guarded by a suitable strong cover or railing which meets the approval of the superintendent of streets. (1966 Code §8.116)
