The purpose of this chapter is to provide for the orderly, economic, and safe development of land and urban services and facilities and to promote the public health and safety by protecting against fire, explosion, noxious fumes, offensive noise, dust, odor, heat, glare, and other pollution of the air and to promote the general welfare of the inhabitants of the city. That purpose is accomplished, in part, by dividing the city into zones or districts as to the location, construction, reconstruction, alteration, and use of land and structures for residence, business, and industrial purposes and by fixing reasonable standards to which buildings, structures, and land shall conform for the benefit of all.
