The grantee shall use the existing poles, conduits, trenches, ducts, lines, and cables owned by other holders of public licenses and franchises within the corporate limits of the city whenever possible for the installation of its cable. When installation of cable on poles is not possible, when both major utilities have installed underground cable, or when the city shall otherwise decide, the cable used by the grantee shall be installed underground at its expense.
