The City Council is hereby authorized to appoint any designee of the city’s law enforcement agency or representative/contractor of the city to enforce the provisions of this chapter. In the agent’s duty of enforcing the provisions of this chapter, he or she may from time to time, with the consent of the City Council, designate certain assistants.
