No person shall drive a motor vehicle on a public highway, street, parking lot, alley, or other public property, or upon a private street or road freely used by the general public, at erratic or irregular and changing speeds so as to crate a hazard to him- or herself or other persons or property or so to interfere with other traffic in the area.
