If a vacancy occurs in the office of Mayor, a member of Council as prescribed by the Charter shall act as Mayor until a Mayor is appointed and qualified. In such case Council shall, as soon as practicable, fill the vacancy by the election of some eligible person who shall hold office during the balance of the unexpired term. (1972 Code §2-2-4)
