131.01  POWERS AND DUTIES.
   The Mayor shall be the chief executive officer of the City and the head of the City government.  He shall take care that all provisions of this Code and other ordinances, resolutions and orders of the common council are faithfully executed.  He shall have general supervision and oversight over all departments, offices and officers of the City.  He shall sign all contracts on behalf of the City, and shall have the supervision over the preparation and publication of all statements and reports required by law or ordinance or by resolution of Council. Notwithstanding any provision of this Codified Ordinance to the contrary, the Mayor shall have powers to supervise and direct all offices and employees of the City of St. Marys including, but not limited to, City Recorder, City Manager and City Attorney and may direct same to provide reports and other requested information to the Mayor.  He shall faithfully perform the duties and exercise the powers prescribed for the Mayor by the Charter; and he shall preside over all meetings of the common council.  The Mayor shall have such additional powers and perform such additional duties as may be prescribed for Mayors and other chief executive officers of municipalities as provided by W.Va. Code, §8-10-01, and as may be prescribed by this Code and by other ordinances, resolutions and orders of the common council.  The Mayor shall appoint such assistants and employees as may be authorized by Council and necessary for the efficient conduct of service to the City.
