No person under any condition shall burn or cause to be burned, within this City, any paper, trash, refuse, combustible material or other substance which will give off, or which is liable to give off sulfur oxides, nitrogen oxide, carbon monoxide, hydrocarbons, obnoxious or offensive odors, smoke or particulate matter in quantities which are in excess of the standards as prescribed by the regulations of the West Virginia Air Pollution Control Commission.
