(a) When, in the opinion of the City Manager, any fire, inside or outside of any building, is of such character, and is so located or controlled as to put in danger of fire any building, structure or combustible material, then no person, having started, caused or permitted such fire shall fail to immediately extinguish the fire after having been notified to cease such burning.
(b) When, in the opinion of the City Manager, any incinerator or other container used for burning, whether located inside or outside of any building, is such that it will not adequately prevent embers or burning material from being discharged or blown therefrom, and therefore endangers buildings or other property, then no person shall use or permit to be used such incinerator or container for burning after having been notified to cease.
