No person shall burn or cause or permit to be burned, on any private or public property outside of any building, any paper, trash, shavings, grass, brush or other combustible material unless a burning permit is first obtained from the City Manager or someone designated by the City Manager to issue permits, except as provided in Section 1509.02.
