Council shall provide penalties, as set out in Section 1349.99, for failure to comply with the provisions of any ordinance or rule and regulation adopted pursuant to the provisions of this chapter. Any buildings erected, raised, or converted on land or premises used in violation of any provisions of any ordinance or rule and regulation adopted under the authority of this chapter shall be considered a common nuisance. The owner of such building, land or premises shall be liable for maintaining a common nuisance.
