123.05 REFERENCED IN COUNCIL MINUTES.

Before its passage by Council, an ordinance shall be referred to on the minutes or journal of Council by its title, and after its passage, it shall be spread verbatim by the Clerk on the minutes of the meeting at which it was passed.
