(a) The Board of Zoning Appeals shall:
(1) Hear and determine appeals from and review any order, requirement, decision or determination made by an administrative official or board charged with the enforcement of any ordinance or rule and regulation adopted pursuant to this Chapter.
(2) Permit and authorize exceptions to the district rules and regulations only in the classes of cases or in a particular situation, as specified in the Zoning Ordinance;
(3) Hear and decide special exceptions to the terms required to act under the ordinance;
(4) Authorize upon appeal in specific cases such variance from the terms of the Zoning Ordinance as will not be contrary to the public interest, where, owing to special condition, a literal enforcement of the provisions of the Zoning Ordinance will result in undue hardship, and so that the spirit of the Zoning Ordinance shall be observed and substantial justice done.
(b) In exercising its powers and authority, the Board may reserve or affirm, in whole or in part, or may modify the order, requirement, decision or determination appealed from. To this end, the Board shall have all the powers and authority of the administrative official or board from whom the appeal is taken.
