Every ordinance or franchise passed by Council, except where otherwise provided by general law of the State or by the Charter of the City, shall go into effect at the expiration of ten days from the time of its final passage; provided, that within two days after its passage, Sundays and holidays excepted, such ordinance shall have been published in full in some newspaper published in and of general circulation in the City; provided further, that an ordinance for the immediate preservation of the public peace, health or safety, which shall contain a statement of its urgency, shall become effective at passage, but such ordinance shall be published as others.
