123.01  READING; AMENDMENT; EXPENDITURES.
   (a)    Every ordinance and every resolution introduced to Council shall be read in full when introduced and be open to amendment.
   (b)    Every ordinance, and every resolution making or authorizing the making of any contract involving the expenditure of money to an amount of more than five hundred dollars ($500.00), shall be complete in the form in which it is finally passed and remain on file with the Clerk for public inspection for at least one week before the final passage or adoption thereof. If, after such ordinance or resolution has been so filed, it is further amended, it must be again engrossed and remain on file for at least one week before final passage.
