After a comprehensive plan and an ordinance, containing provisions for subdivision control and the approval of plats and replats has been adopted by Council and a certified copy of the ordinance has been filed with the clerk of the County Clerk of the Pleasants County Commission a plat of a subdivision must be approved by the Planning Commission before it can be recorded.
