At the first regular meeting of each year, the Planning Commission shall elect from its membership a chairperson and vice-chairperson. Neither of these persons shall be the representative of Council nor the administrative branch of the City. The vice-chairperson shall have the powers and responsibilities of the chairperson during his absence.
