(a) The Planning Commission shall hold regular meetings on the second Tuesday of each month.
(b) Special meetings of the Commission may be called by the chairman or by at least two members, upon submission of a written request to the secretary. The secretary shall send to all members at least forty-eight hours in advance of a special meeting a written notice fixing the date, time, place and purpose of the meeting.
