(a) All officers of the City are hereby declared to be the agents of Council only, and their acts will be subject to review and approval or rejection by Council.
(b) Every officer of the City shall from time to time as required by law or ordinance, or when requested by Council, or whenever he shall deem it for the good of the public service, report to Council in writing respecting the business of his office or matters connected therewith. (1972 Code §2-6-1)
