If, at any time, the City Manager shall find an activity or practice which constitutes a nuisance is occurring within the City, he shall promptly and by most expedient means notify the violator to cease and desist such activity or practice forthwith: provided, however, that with respect to buildings and structures the City shall follow the provisions of Article 1725 of the Codified Ordinances.
