The Health Officer shall have authority to enter, except in the nighttime, upon any premises or building within the corporate limits of the City in the discharge of his duties. The same authority to enter premises or buildings shall be had by any sanitary police officer or by any special or regular officer detailed as a sanitary policeman to assist the Health Officer in the performance of his duties.
