The Health Officer is hereby given and shall have authority to order, in writing, the owner, tenant or occupier of any cellar, building, dwelling or other house to remove therefrom all filth or unwholesome substances therein which may, in the opinion of the Health Officer, be prejudicial to the health of the neighborhood, and to clean and purify the same.
