(a) The Health Officer shall have the authority to quarantine and prohibit any person from entering or leaving any house or premises attached thereto when any person may be found therein affected with any endemic, epidemic, infectious or contagious disease. No person, except a physician or nurse in charge of a sick person or the guard provided for by subsection (b) hereof, shall knowingly enter or leave any house or premises attached thereto when any person affected with any endemic, epidemic, infectious or contagious disease is therein or thereon, without the written permission of the Health Officer.
(b) When any house has been quarantined under the provisions of subsection (a) hereof, the Health Officer shall post a written or printed notice on the front door of the premises giving notice of the character of the endemic, epidemic, infectious or contagious disease. If communication with the diseased person would be prejudicial to the public health, for the purpose of conserving the public health, the Health Officer may cause the house containing such diseased person to be guarded by guards, who shall be special police officers and who shall be appointed in the same manner as special police officers are appointed. Such guards shall be paid at the same rate as other special police officers. In addition, the Health Officer shall designate such house by a flag of yellow cloth of suitable size to be placed in such position as to attract attention of all persons passing by.
(c) In no case shall be the City be liable for the expense of the support of any person quarantined or confined in any place under the provisions of this section.
