(a) The term "Health Officer" means the health authority of the City or any authorized representative thereof.
(b) The Health Officer of Pleasants County, or his duly authorized representative, is hereby designated as the Health Officer of the City for the purpose of the enforcement of this article, or of any provision of the Codified Ordinances or of any ordinance relating to health and sanitation, and he or his duly authorized representative shall have full authority to enforce this article, or any provision of the Codified Ordinances or of any ordinance relating to health and sanitation within the corporate limits of the City.
