The rates and charges for the use of the St. Marys Marina for the users of said Marina are as follows:
(a) For each boat launched from the St. Marys Marina a fee of two dollars ($2.00) per launch. Each boat trailer used to tow a boat launched at the St. Marys Marina must display a sticker and which said sticker may be obtained at the City Building of the City of St. Marys, West Virginia.
(b) A user of the St. Marys Marina may pay an annual fee of ten dollars ($10.00) for an unlimited amount of launching during each calendar year. Each boat trailer used to tow a boat must display said annual sticker and which said sticker may be obtained at the City Building of the City of St. Marys, West Virginia. A user of the St. Marys Marina may purchase a sticker for more than one calendar year and said sticker shall be for a maximum of five (5) years.
(c) Any individual, limited liability company, partnership or corporation who is engaged in the business of buying and selling boats or other merchandise associated with boating or fishing may purchase three annual licenses for the sum of twenty- five dollars ($25.00).
(d) Whoever violates this section shall be fined not more than one hundred dollars ($100.00).
