No person within the City, excepting officials and employees of the City in the performance of their duties in compliance with this article, shall do any of the following acts:
(a) Transport any garbage or rubbish in an open or uncovered container, receptacle or vehicle upon or over any public street, highway or alley with the City.
(b) Place, pile or burn any garbage, or rubbish, ashes or other waste materials in or upon any street, highway or alley of the City.
(c) Place or deposit upon any property, any garbage, rubbish or other waste materials offensive to the sense of smell in a manner so as to be exposed to the elements.
(d) Burn outdoors any refuse or waste materials.
(e) Dump or deposit in any stream of water any garbage, rubbish, ashes or other waste materials within the City. (1972 Code §9-1-17)
