The City Manager, with the approval of Council, shall have, and is given, the authority to prescribe, promulgate and enforce reasonable rules and regulations for the purpose of carrying out and enforcing the terms and provisions of this article. Any person failing or refusing to comply with any rule or regulation promulgated under this section shall be guilty of a violation of this article. (1972 Code §9-1-4)
