(a) All garbage and rubbish within the City shall be collected, removed and disposed of, except as herein provided, by the City. Such collection, removal and disposal shall be under the direct supervision of the City Manager and such subordinates as he may designate.
(b) The collection, transportation and disposal service shall be made available to and rendered to all household units, including apartments and trailers, businesses, offices and other institutional units within the limits of the City. The users of such special service are declared to be the occupiers, whether as tenants or owners, of all of the foregoing units.
