121.05  SPECIAL MEETINGS.
   (a)    Special meetings of Council shall be held upon the request of any two members of Council. Such request shall be in writing, signed by the members asking the same, and shall be filed with the City Recorder in such time as to permit the giving of not less than forty-eight hours notice of such special meeting to each member and each person entitled to a seat in Council and it shall thereupon become the duty of the City Recorder to give such notice.
   (b)    A notice shall be posted by the City Recorder at the front door of the City Building at least two days before a special session is to be held, stating the time,  place and  purpose for which such special meeting shall be held. If the special session is cancelled, a notice of such cancellation shall be posted at the front door of the City Building.
