(a) Council shall possess and exercise all executive, legislative, and judicial powers conferred upon cities, towns and villages by the general law of the State of West Virginia, and by the Charter of the City. Council shall make all orders for the construction of any improvement or building, and for the doing of any work, except where authority for the doing of such work has been expressly conferred upon another designated official. Council shall levy all taxes, proportion and apportion all funds and debts, and allow all bills, accounts, payrolls and claims and direct payment thereof.
(b) The Council shall make all assessments in cases of street improvements, sewers and other works, improvements and repairs for which assessments may be laid. Council shall make and authorize the making of all contracts, and no contract shall bind or be obligatory upon the City, unless made either by ordinance or resolution adopted by Council and expressly authorized by ordinance or resolution adopted by Council.
