No person shall dump, deposit, or place any refuse, waste, trash, debris, grass or plant cuttings or any offensive or unwholesome substance or matter upon any lot, tract, or parcel of land or upon any street, sidewalk or alley within the City. No person shall permit any refuse, waste, trash, debris, grass or plant cuttings or any offensive or unwholesome substance or matter to accumulate or remain on any lot, tract or parcel of land within the City owned by such person.
