(a) The City shall furnish residents the special service of street lighting by the maintenance and improvement of the present lighting facilities.
(b) “Users” means the occupiers, whether tenants or owners of all households situated in the City. Household includes apartments, trailers, boarding houses, hotels, motels, business offices, professional offices and homes.
(c) For the continuance, maintenance and improvement of the street lighting service there is hereby imposed upon the users thereof, i.e., each household, a monthly fee or charge of two dollars and fifty cents ($2.50), payable within ten days after rendition of the statement. Statement of charges due shall be rendered by the City Recorder on a monthly water consumer’s statements on a monthly basis. The City Recorder shall prepare a roll showing all the users of such special service against whom such fee is charged, which roll shall be maintained with the records of the City available to public inspection.
(d) Such fees shall be deemed to be a debt owned to the City and may be collected on such by the City in any action, distraint or other remedy appropriate by law.
