Any user feeling aggrieved by any fee may protest the same, in writing filed with the City Collector, and shall have the right to be heard thereon in person or by agent or attorney before Council. Should the fee so charged prove to be erroneous, the same shall be corrected by Council, and such correction shall relate back to the date as of which or on which the error was originally made.
