(a) There is hereby imposed upon the users thereof a monthly rate, fee or charge of five dollars ($5.00) per month. Such sum shall be due and payable on the first day of the next succeeding month following the month for which the service fee is charged. If not paid within ten days following the due date, a penalty of five percent (5%) of the fee shall be added thereto. Statements of charges due shall be rendered by the City Recorder monthly in connection with statements of water, sewer and other services.

(b) For just cause, Council shall, and for excusable neglect, may, upon application of any person affected thereby, remit any penalty imposed hereunder, in whole or in part. The City Collector shall prepare a roll showing all the users against whom the fee shall be and is charged, which shall remain on file in his or her office, and be subject to public inspection.
