In cases of an emergency requiring immediate action to make repairs to gas, water or other lines or pipes, where time does not permit the making of an application and the securing of a permit from the City Manager as herein otherwise required, the person required to perform such repairs may proceed to do so, provided that the person making such excavation shall apply to the City Manager for such permit on the first working day after such work is commenced.
