Any person, partnership or corporation or the agent of any person, partnership or corporation who shall be engaged in disturbing the pavement of, or breaking into, or the excavating in the streets, public ways and public grounds shall, on demand, display to the City Manager, an authorized employee of the City, or any police officer, the said written permit, and the failure or refusal of any such person, partnership or corporation, or the agent of any such person, partnership or corporation to so exhibit such written permit, shall subject such person, partnership or corporation and such agent thereof to the penalties provided herein.
