901.25 CLOSING OF WATER COVERED STREETS; EXCEPTIONS.

So long as any street of the City is covered with water, that street shall cease to be open for travel to any person except a duly authorized officer of the City or other person having a permit from the Mayor, the City Manager or an officer of the Police Department.
