The occupant and the owner of all land or premises abutting upon any sidewalk in the City, between which sidewalk and curb, grass or weeds grow, shall have such grass or weeds cut at least every three weeks during the months of May, June, July, August and September of each year and any other time needed to prevent the space between the sidewalk and the curb from becoming unsightly, unwholesome or offensive. If any such failure shall continue for more than thirty-six hours after any such person has been notified to cut such grass or weeds, or abate any unsightly, unwholesome or offensive condition, by or through the Mayor or the City Manager, such person shall be in violation of this article.
