The owner of every cart, wagon, motor vehicle or other vehicles employed in hauling or carrying any sand, dirt, earth, gravel, filth, manure, stone, brick or fill, over any of the streets, alleys or public places in the City shall have and keep the same in such tight and secure condition, and shall so load or have the same loaded, that the contents thereof shall not fall or be scattered on or over such street, alley or public place.
