Whenever any time or hour of the day is mentioned in the Codified Ordinances, or in any ordinance of the City hereafter adopted, the time or hour shall be construed to mean Eastern Standard Time, or Daylight Saving Time if then in use in the City, and such Eastern Standard Time, or Daylight Saving Time if then in use in the City, is hereby adopted as the official standard time of the City.
