All bids respecting the letting of a contract or contracts for work or services to be performed for the City, or for the acquisition of any item of personal property or chattel by the City, shall be opened in the presence of the persons of Council assembled, or a quorum thereof, unless otherwise provided in specific instances by majority vote of Council or a quorum thereof.
