There is hereby levied and shall be collected a charge against residential users of Municipal Services, commercial and industrial establishments which use Municipal Service situated within the Municipality for the repair and maintenance of capital projects. The charge for such service shall be as follows:

* Charge for such services shall be for each single family unit residence, per unit, and for each multiple family dwelling or apartment house per each residential unit but shall not apply to unoccupied rental units or rental dwelling houses. It shall be the responsibility of all owners of said real estate to pay the fees provided for herein of any tenant of said property who fails to pay said fees. The City Recorder shall provide a list of tenants who have failed to pay said fees and the amount owed to the owner of said real estate.
