The Municipal service charge will be due and payable on the twentieth day of each month. All Municipal service charges not paid on or before the due date shall be subject to a penalty of ten percent (10%) for each month or a fraction thereof if the same shall be unpaid. For just cause, Council shall and for excusable neglect may, upon application in writing of any person affected thereby, remit any penalty in whole or in part. (Ord. 1990-3. Passed 5-1-90.)
