Any license issued under the provisions of this article may be revoked, or any of the terms and conditions of its issuance altered by Council, upon written petition of any interested person or upon its own motion, if a showing is made of the violation by the licensee of any of the terms or conditions of the license, or of any of the provisions of this article. Ten days' written notice of the proposed revocation and the privilege of being heard in person or by counsel shall be given the licensee. In the event the license is revoked, any fee paid on account thereof shall be forfeited to the City.
