The provisions of this article shall not apply to, and no license fee shall be assessed against or collected from any educational, literary, dramatic, musical or benevolent society or to socials or other functions given by churches and other institutions for the benefit of the Fire Department or the Police Department; provided, that such performances are not conducted for private profit and do not employ professional or paid talent, other than the director.
