All the licenses provided for in this article shall be issued by the City Recorder to any person making proper application and tendering in full the proper fee as specified in this article. The City Recorder shall collect in full the proper fee and determine to his satisfaction that all the conditions, precedent to the granting of such license, have been fulfilled by the applicant before issuing a certificate of license.
