No person shall deal in, sell or give away, in the City, any article, fluid, liquid or substance adapted or designed to be used for human food that is impure, adulterated or debased by a mixture of foreign substance, unless the quality and ingredients thereof are plainly stated in bold printed or written letters thereon, or deal in, sell or give away any such article, fluid, liquid or substance under a false or fraudulent name or designation.
