(a) No person shall sell, offer or expose for sale any impure ice or any ice which contains filth or any foreign substance.
(b) Cracked or shaved ice shall be delivered in sanitary ice bags with proper draw strings; provided, however, that when such ice is delivered to the ultimate consumer for residential purposes, delivery may be made in containers provided by such ultimate consumer.
(c) No person except officers, employees and others whose duties require it, shall be permitted to go upon the platform covering the tanks in which ice is frozen in ice factories. All employees whose services are required on tanks shall use extra footing apparel supplied for that sole purpose while on the tank platform.
