713.09  GENERAL SANITARY CONDITIONS.
   (a)    No food, foodstuff or drinks shall be handled, stored, prepared for sale, offered for sale, served or dispensed in any place that is unclean, filthy, unsanitary or where flies, rats, cockroaches or any vermin are present, nor in any barbershop or hairdressing establishment or in any room connecting with any barbershop or hairdressing establishment. No person shall be allowed to sleep in any room where food is handled, stored, prepared for sale, offered for sale, served or dispensed. In the event that any place, room or building where food or foodstuff is handled, stored, prepared for sale, offered for sale, served or dispensed becomes dirty, filthy, infested with vermin or rodents, or unsanitary in any manner, the owner, manager, lessee or occupant shall be given reasonable notice to remedy the condition within a stated reasonable time, and if such owner, manager, lessee or occupant fails to remedy the condition within the time given, the Health Officer or his authorized representative, shall have the right to close his place of business or storeroom and shall keep the place so closed until such time as the place has been put in a clean and sanitary condition.
   (b)    Every place, store, shop or place of manufacture in the City where any such article, fluid, liquid or substance is dealt in, sold or given away shall be kept in a clean, sanitary and wholesome condition, and the sweepings, refuse and accumulations of any such place, store, shop or place of manufacture shall promptly be removed and disposed of, and shall in no case be deposited in or upon any street, sidewalk or public ground or place. Every such article, fluid, liquid or substance shall be kept clean and free from filth and dirt, and in a wholesome and sanitary condition.
   (c)    All such food handling establishments shall be well lighted and ventilated. The floors, walls and ceilings of such establishments shall be smooth and shall be kept clean and in good repair.
   (d)    Adequate toilet and hand-washing facilities shall be available for the use of employees in all food handling establishments. Food handling establishments in which food products are prepared, sold or offered for sale for consumption on the premises shall provide adequate toilet and hand-washing facilities for the use of the public.
