713.04  INSPECTION OF FOOD HANDLING ESTABLISHMENTS; PLACARDS.
   The Health Officer or his duly authorized representative is authorized to make inspections of food handling establishments for the purpose of investigating the methods practiced and sanitary conditions prevailing in the handling of food products. The Health Officer or his authorized representative is vested with authority to adopt and use inspection forms and public placards for the purpose of improving conditions in the interest of public health. The Health Officer or his authorized representative shall post in a conspicuous place, a placard stating that the sanitation of the establishment complies with this article. Such placards shall be issued only to establishments which meet the requirements of this article, shall be the property of the Health Department, and shall be removed when, after inspection, it is found that the requirements of this article are being violated. No person shall remove, deface or cover any such public placard posted by the Health Officer or his representative.
